The HeistEdit

Mary Jane Watson of the Daily Bugle is working on a story regarding the Maggia crime families and their activities now that the Kingpin is out of the way. The police had raided one of the families recently and among the items recovered, was a lost masterpiece painting called "The Maria". The painting is currently on display at an art museum. Mary Jane receives a tip that one of the families is planning on stealing it back, and alerts Spider-Man.

Investigating the museum, Spider-Man encounters several Maggia thugs and subdues them. Meanwhile, Black Cat sneaks in, with her eye on The Maria, where she comes face-to-face with Spider-Man. To his surprise, she breaks the painting in half, revealing that she is in fact after a data drive hidden within it before escaping.

Spider-Man gets a call from Mary Jane to let him know that while she wasn't able to find out what could possibly be on the drive, she did learn that the Hammerhead family now has it and the Maggia are freaked out, meaning Black Cat is working for Hammerhead. The police advise that a Maggia family witness has gone missing and give a location. This turns out to be a distraction, but Spider-Man learns of the last known location of Black Cat.

Spider-Man calls Mary Jane, who remembers that the Ciceros – another Maggia family – have a front on Waverly Street. As Spider-Man approaches the door, Black Cat rushes out and pins him to the ground. She breaks the head off a small statue and removes a USB drive before handing the statue to Spider-Man and disappearing again. Thugs burst out the door, and accuse Spider-Man of working with Black Cat and the Hammerheads. Spider-Man defeats them, and finds Black Cat waiting for him on a nearby rooftop. When he inquires as to why she is stealing the drives for Hammerhead, she reveals that if she doesn't, they will kill her son.

Black Cat proceeds to steal more Maggia data drives throughout the city until only one more drive is left before Hammerhead has them all. Spider-Man learns from Mary Jane that long ago, the families agreed to put all their assets in one place to keep the peace. The information to access it was then split into the USB drives. Whoever holds all the drives, can take the assets away from the other families and bankrupt them.

Spider-Man heads for the location of the last family but Black Cat beats him there. He is waiting when she comes out and confronts her. She shocks him with an EMP, leaving him unable to use his web-shooters. He then chases her down. Eventually the webbing reboots, and he manages to finally catch her. Explaining that he knows about the nature of the drives, he talks her into letting him help. Felicia agrees to stall Hammerhead while Spider-Man finds her son, being coy when Spider-Man asks if he could be her son's father. Meanwhile, Mary Jane follows up on a license plate Spider-Man asked her to run. It leads to an old storage company owned by one of Hammerhead's old friends. She decides to take a look around herself, and manages to steal shipping data from a laptop.

Spider-Man meets with Black Cat at one of Hammerhead's gang locations. She has received a tip from a friend that something valuable is being kept in the office above the bar. Spider-Man agrees to create a distraction so she can sneak inside unseen. Once inside, she learns that Hammerhead recently purchased a room-sized impenetrable vault to store high value items in. Although she doesn't find out anything else, she is positive the vault is where her son would be.

Mary Jane calls and Spider-Man lets her know about the vault. She is hoping the shipping information, once decrypted, will give them an address. It does and Spider-Man meets Black Cat at the location. The two work together in stealthily taking out all of Hammerhead's goons in the area. Black Cat meets back up with Spider-Man and suggests he check out the shipping containers while she checks out the nearby building. In one of the containers are a supply of weapons designed by Silver Sable International. Within minutes, a truck rolls up with thugs carrying more stolen Sable weapons. They see Spider-Man, and attack.

After defeating them, Spider-Man heads for the building. He sees the vault and notices that it is open. After stepping inside, he notices a briefcase that appears to have held a USB drive. He starts to realize he has been played again when Black Cat shuts the vault door behind him. She has taken Hammerhead's drive and now has all five after having given Hammerhead four fakes. After admitting everything she had told him about her son was a lie, including even having a son, she hears voices and leaves. Thugs come to check the vault, giving Spider-Man an opportunity to escape.

Spider-Man learns from a conversation between the men that Hammerhead's drive has a tracker on it. Hammerhead sends his men to find Black Cat and kill her. He also has men stationed at her penthouse to blow it up if she goes home. Spider-Man gets to the penthouse rooftop just in time to see her grab the handle of the door. He yells, she turns, but it's too late; the penthouse explodes and Felicia presumably dies, devastating Peter.

Turf WarsEdit

Trophy: The City is My Family
100% Complete CTNS: Turf Wars Gold

Days later, gang war in the city has gotten even worse, as families clash against each other and the police in the open. Spider-Man, alongside Yuri Watanabe, discovers the location of one of Hammerhead's bases, with a great chance of Hammerhead himself being at the locale. Both infiltrate the location alongside a S.W.A.T team, with Spider-Man staying behind to distract Hammerhead's reinforcements. Unfortunately, Yuri and her team are caught by Hammerhead himself, who slaughters the entire team, with Yuri coming out as the sole survivor, thanks to Peter's intervention. This leaves Yuri deeply traumatized, vowing revenge on Hammerhead.

Later, Peter discovers that Hammerhead is planning to capture the other five Maggia dons to kill them while transmitting this to the whole city. He also discovers that Hammerhead is after something called "Project Olympus". To ensure that Hammerhead won't kidnap the Maggia leaders, Peter starts working alongside the police to keep them safe, but Hammerhead still manages to abduct all of them, taking them to be cemented on a construction site. Spider-Man discovers this and goes there to save the leaders. Peter manages to save them, but encounters Hammerhead himself once more, now wearing an enhanced exoskeleton suit that he stole from Sable International. Peter manages to defeat Hammerhead, but is interrupted by Yuri, who proceeds to shoot Hammerhead dead.

In a post-credits scene, an emergency vehicle carries Hammerhead who is reanimated by one of his goons disguised as a paramedic.

Silver LiningEdit

Trophy: The City Sleeps
100% Complete CTNS: Silver Lining Gold

Sometime after, Peter and Mary Jane discover that not only is Hammerhead still alive and hiding, he is also looking for more Sable International technology and weapons to arm his mafia. This culminates with the return of Silver Sable herself to New York City, who plans to reclaim her stolen tech from Hammerhead. Peter tries to convince Sable to work with him to take down Hammerhead instead of killing him. Sable agrees, but unbeknownst to Peter, she secretly puts a tracker on his suit so she can track him down as he discovers more about Hammerhead's whereabouts.

Silver Sable eventually discovers through Peter that Hammerhead is planning to meet her at the top of the Colexco building in Midtown. Enraged, Sable flies with her jet to the location despite Spider-Man's warning that she could be in danger, but his efforts are in vain as Sable is caught on a trap orchestrated by Hammerhead.

After fighting together against Hammerhead's goons, Hammerhead himself appears, but is now completely transformed into a cyborg through his usage of Sable International's Project Olympus armor. Both Spider-Man and Silver Sable clash against him but the two are no match for Hammerhead, who tries to kill Peter by pushing him against the jet's engine. Black Cat returns and saves Peter by grabbing him away from the scene. Together, Peter and Felicia reunite, with Felicia apologizing to him for her previous actions. Before she departs, she gives Peter one of the data drives from before, claiming that it contains information on how to stop Hammerhead once and for all.

Peter learns that Hammerhead has abducted Silver Sable and goes to save her, tracking her down to the sewers. There, Peter finds out that Hammerhead is using the sewers and abandoned metro stations to store stolen Sable tech. He eventually finds Silver Sable being tortured by one of Hammerhead's men. After saving her, they once again agree to team up against Hammerhead.

Silver Sable and Spider-Man use a computer terminal to check the data from the drive Felicia gave Peter earlier, discovering that to defeat Hammerhead, they must melt down his steel forehead with massive heat. Together, they go to Sable International's secret New York base on the Hudson River where she claims to have the necessary apparatus to defeat Hammerhead. Arriving there, Peter helps Sable set a powerful laser on one of her jets, so they can use it against Hammerhead. Hammerhead arrives, and Spider-Man fights him on the ground while Silver Sable uses the laser directly on his forehead. After a long fight, Sable manages to defeat Hammerhead by crashing her jet into him. She then says farewell to Peter, who requests a ride back to Manhattan.

During the credits, a tribute to Stan Lee is shown. In a post-credits scene, Spider-Man trains Miles Morales who is wearing a Spider-Man mask.

Initial reviews for The City That Never Sleeps were mostly positive. Critics called "The Heist", the first piece of the three-part DLC saga, a "fantastic continuation" of the core game, praising its character work and story missions.[1][2] However, critics noted that its gameplay, particularly the side objectives, felt "fun but repetitive", describing the DLC as "more of the same", but praising the story nonetheless despite its short length.[2][3][4]
